Narrative:

While descending via instructions from dulles approach from 5000 ft to 4000 ft, we encountered a TA alert on the TCASII. Approach control frequency was saturated. Approximately 30 seconds later approach control told us to level off at 4500 ft. We tried to acknowledge at first but our transmission was broken into by another aircraft. Our second transmission was received and we advised approach control that we had the aircraft visually in sight. We were then given a turn from a 090 degree heading to a 270 degree heading. We were then given a clearance to climb up to 5000 ft. After taking us out of the stream of traffic into runway 1L into iad, we were then vectored to a visual pattern for runway 1L without further incident.

Title: FLC ON A BA41 INBOUND TO IAD WERE GIVEN DSCNT CLRNC TO AN OCCUPIED ALT RESULTING IN AN OPERROR.

Narrative: WHILE DSNDING VIA INSTRUCTIONS FROM DULLES APCH FROM 5000 FT TO 4000 FT, WE ENCOUNTERED A TA ALERT ON THE TCASII. APCH CTL FREQ WAS SATURATED. APPROX 30 SECONDS LATER APCH CTL TOLD US TO LEVEL OFF AT 4500 FT. WE TRIED TO ACKNOWLEDGE AT FIRST BUT OUR XMISSION WAS BROKEN INTO BY ANOTHER ACFT. OUR SECOND XMISSION WAS RECEIVED AND WE ADVISED APCH CTL THAT WE HAD THE ACFT VISUALLY IN SIGHT. WE WERE THEN GIVEN A TURN FROM A 090 DEG HDG TO A 270 DEG HDG. WE WERE THEN GIVEN A CLRNC TO CLB UP TO 5000 FT. AFTER TAKING US OUT OF THE STREAM OF TFC INTO RWY 1L INTO IAD, WE WERE THEN VECTORED TO A VISUAL PATTERN FOR RWY 1L WITHOUT FURTHER INCIDENT.
