A B727 on approach refuses any lahso clrncs for runway 14R at ord. The tower controller then issues a lahso clearance which is also refused. Arrival traffic does get advance information regarding runway use from ATIS.

ATIS indicated lahso in effect. Lndgs on runways 14R, 14L, 22R, we advised approach unable to land and hold short. We were vectored for runway 14R and upon tower contact were advised to lahso of runway 9R. We told him that we had advised approach and were unable to lahso. We had to tell the tower 3 times.
