Narrative:
The jsta, handed off to dca and, on a vector toward the departure gate, came into conflict with an unidented target proceeding nwbound and climbing through 9000 ft. When I observed the conflict, I issued an immediate left turn to heading 020 degrees to the jsta until the conflict was resolved.

Title: WHILE VECTORING A DEPARTING COMMUTER, THE DCA APCH DEP CTLR HAD A CONFLICTION WITH AN ACR.
Narrative: THE JSTA, HANDED OFF TO DCA AND, ON A VECTOR TOWARD THE DEP GATE, CAME INTO CONFLICT WITH AN UNIDENTED TARGET PROCEEDING NWBOUND AND CLBING THROUGH 9000 FT. WHEN I OBSERVED THE CONFLICT, I ISSUED AN IMMEDIATE L TURN TO HDG 020 DEGS TO THE JSTA UNTIL THE CONFLICT WAS RESOLVED.
