Narrative:

Cleared to cross runway 27R with an aircraft on final (temperature 82 degrees F, ie, soft pavement). One engine taxi due to no APU. Aircraft on final did a go around as our aircraft and an MD80 were unable to clear the runway in time. Supplemental information from acn 405635: we were cleared to cross runway 27R, for a takeoff on runway 27L at phl, a xbleed start would take place after crossing runway 27R. Phl ground controller cleared us, and an MD80 to cross runway 27R simultaneously. The phl ground controller told both of us to expedite as there was an aircraft on a 1 mi final. The aircraft on final executed a go around to be on the safe side, assuming that us and MD80 might still be on the runway. The aircraft passed 300 ft above and behind our aircraft as he executed his go around. In retrospect, maybe the ground controller should have had us and MD80 hold short of runway 27R until the aircraft landed, then had us cross. Also maybe xbleed starts should be performed before aircraft are instructed to expedite across runways, or allow aircraft to start both engines at the gate.

PHL GND CTLR CLRED US, AND AN MD80 TO CROSS RWY 27R SIMULTANEOUSLY. THE PHL GND CTLR TOLD BOTH OF US TO EXPEDITE AS THERE WAS AN ACFT ON A 1 MI FINAL. THE ACFT ON FINAL EXECUTED A GAR TO BE ON THE SAFE SIDE, ASSUMING THAT US AND MD80 MIGHT STILL BE ON THE RWY. THE ACFT PASSED 300 FT ABOVE AND BEHIND OUR ACFT AS HE EXECUTED HIS GAR. IN RETROSPECT, MAYBE THE GND CTLR SHOULD HAVE HAD US AND MD80 HOLD SHORT OF RWY 27R UNTIL THE ACFT LANDED, THEN HAD US CROSS. ALSO MAYBE XBLEED STARTS SHOULD BE PERFORMED BEFORE ACFT ARE INSTRUCTED TO EXPEDITE ACROSS RWYS, OR ALLOW ACFT TO START BOTH ENGS AT THE GATE.
