Narrative:

We were at cruise 17000 ft when cleared by ZMA to descend to 13000 ft MSL. Captain was operating the radios. I was PF. Captain acknowledged 13000 ft. I confirmed and began descent. At 14800 ft MSL, I noticed another aircraft on TCASII climbing within 5 mi. At 14500 ft MSL, I slowed descent. Almost immediately received TCASII warning 'traffic.' other aircraft passed approximately 500 ft below. ZMA called, changed our altitude to 14000 ft MSL. We were on the minee 3 arrival into orl airport. Controller inquired as to altitude assigned and I responded to her as 13000 ft MSL. She then assigned the 14000 ft MSL altitude.
