Aircraft X departed ict on wrong code and tagged as aircraft Z. Aircraft Y was released off iab runway heading unrestr climb to 14000 ft block 15000 ft. After confusion over aircraft X code and call sign, he was not issued climb or turn until 10 or 12 mi south of ict. Aircraft Y departed iab at a higher climb rate and speed than expected. The aircraft passed about 10 mi south of iab. Aircraft X reported seeing the B1 pass in front of him at the same time aircraft Y checked in climbing through 11000 ft. Aircraft X advised he was going to report a near miss. Aircraft Y advised he had made a full afterburner climb.

Narrative: ACFT X DEPARTED ICT ON WRONG CODE AND TAGGED AS ACFT Z. ACFT Y WAS RELEASED OFF IAB RWY HDG UNRESTR CLB TO 14000 FT BLOCK 15000 FT. AFTER CONFUSION OVER ACFT X CODE AND CALL SIGN, HE WAS NOT ISSUED CLB OR TURN UNTIL 10 OR 12 MI S OF ICT. ACFT Y DEPARTED IAB AT A HIGHER CLB RATE AND SPD THAN EXPECTED. THE ACFT PASSED ABOUT 10 MI S OF IAB. ACFT X RPTED SEEING THE B1 PASS IN FRONT OF HIM AT THE SAME TIME ACFT Y CHKED IN CLBING THROUGH 11000 FT. ACFT X ADVISED HE WAS GOING TO RPT A NEAR MISS. ACFT Y ADVISED HE HAD MADE A FULL AFTERBURNER CLB.
