Narrative:

Aircraft #1 on visual approach to runway 33 turned 2 mi final. Aircraft #2 was instructed 'taxi into position and hold.' aircraft #2 was cleared for takeoff while entering the runway. Aircraft #1 began s- turns to accommodate situation. Aircraft #2 began takeoff roll without undue delay. Aircraft #1 made radical s-turns and continued without further instructions. Call required traffic information was exchanged. I instructed the local controller to send aircraft #1 around 3 times. Aircraft #1 landed behind departing aircraft with approximately 2000 ft runway separation, and only after executing unusually radical maneuvers to get that. The local controller was the tower controller in charge at the time. The pilot of aircraft #1 phoned from the FBO to complain. I took the initial call. Pilot stated phrase '...concerned about safety...' or similar phrase. Local control/controller in charge spoke with aircraft commander of landing baron. Local controller appeared fixated on d- BRITE and did not appear to face approach end of runway and/or notice any of the radical maneuvers of the aircraft on approach.
