Narrative:

Working lce/lcw at iad, I had air carrier report a radio controled aircraft on final to runway 1R. Air carrier advised me that he took evasive action to miss the radio controled aircraft. We resolved the situation by calling the local county police. They dispatched a helicopter who located the person flying the radio controled aircraft, then they dispatched a cruiser to stop the person from flying the aircraft. There should be stricter rules for people who fly these radio controled aircraft, especially around airports.
