Narrative:

We have been instructed by management to provide visual approach separation between IFR departures and IFR arrs only when this tower is in radio contact with the IFR arrival aircraft or the approach controller instructs otherwise. Numerous conflicts have occurred as a result of this policy/procedure. These conflicts have not and will not be reported because the tower controllers will be held responsible for the conflicts. In accordance with ATC manual 7110.65 VFR tower controllers are responsible for visual separation between arrs and departures when departing aircraft are 'released subject your discretion reference (the arrival aircraft)' and not when the arrival is in radio contact with the tower. An air carrier DH8 was released to denver departing runway 29 climbing to 14000 when a BE02, an air carrier, was on ILS to runway 11. The DH8 was released when the BE02 was on a two mi final to runway 11 and not in radio contact with the tower. When the BE02 came on frequency I questioned the release. This procedure is an accident waiting to happen, just like a previous accident.

Title: A CTLR REPORTS THAT AN ACR DH8 WAS RELEASED FOR TKOF ON RWY 29 AS AN ACR BE02 WAS ON A TWO MILE FINAL APCH TO RWY 11. THIS IS SOMETHING THAT THE CTLR SAYS OFTEN HAPPENS BECAUSE OF THE FACILITY'S POLICIES AND THEIR AGREEMENTS WITH OTHER FACILITIES.

NUMEROUS CONFLICTS HAVE OCCURRED AS A RESULT OF THIS POLICY/PROC. THESE CONFLICTS HAVE NOT AND WILL NOT BE REPORTED BECAUSE THE TWR CTLRS WILL BE HELD RESPONSIBLE FOR THE CONFLICTS. IAW ATC MANUAL 7110.65 VFR TWR CTLRS ARE RESPONSIBLE FOR VISUAL SEPARATION BETWEEN ARRS AND DEPS WHEN DEPARTING ACFT ARE 'RELEASED SUBJECT YOUR DISCRETION REFERENCE (THE ARR ACFT)' AND NOT WHEN THE ARR IS IN RADIO CONTACT WITH THE TWR. THIS PROC IS AN ACCIDENT WAITING TO HAPPEN, JUST LIKE A PREVIOUS ACCIDENT.
