Narrative:

En route from dsm to stl on the river arrival into stl near the uin VOR at approximately XA20 local, I was the PF and the captain was busy (off frequency) getting ATIS and calling the company. I believed we were given a descent to cross lorle at 11000 ft and 250 KTS and I began my descent so as to make the intersection crossing. At approximately FL195 ATC requested our altitude, the captain replied FL195. ATC said we were only cleared to FL230. He then gave us descent to 11000 ft. The remainder of the flight was routine.

I BELIEVED WE WERE GIVEN A DSCNT TO CROSS LORLE AT 11000 FT AND 250 KTS AND I BEGAN MY DSCNT SO AS TO MAKE THE INTXN XING. AT APPROX FL195 ATC REQUESTED OUR ALT, THE CAPT REPLIED FL195. ATC SAID WE WERE ONLY CLRED TO FL230. HE THEN GAVE US DSCNT TO 11000 FT. THE REMAINDER OF THE FLT WAS ROUTINE.
