Narrative:

After arriving in stl and passenger were deplaning, an FAA employee approached me and flashed her badge and stated she wanted to speak with the crew about 3 violations she observed (she was traveling on a ticket on her own time). She observed that the front cabin door was closed before 2 overhead bins were closed, a cabin walk-through before departure was not performed and first class R1 flight attendant was up during taxi taking drink orders. The L1 flight attendant did walk-through prior to departure closing overhead bins and checking luggage. A passenger needed to check her suitcase and the L1 flight attendant took care of that. The L1 flight attendant was in the aisle in first class when the agent shut the door. 2 passenger came running and the front door was opened again. Passenger were seated and overhead bins were closed. L1 flight attendant told cockpit cabin was secured. The safety demonstration was completed and C2 flight attendant walked through the cabin again prior to taking her seat. The FAA employee stated she saw an elderly passenger behind her with his feet on top of his bag. When this was observed, was not stated. Passenger may have moved bag after walk-through was completed. In regards to first class R1 flight attendant taking drink orders from first class passenger while taxiing, it states in the employee manual that flight attendants can be up doing safety related duties. There were still first class glasses to be picked up and as I was checking seat belts and taking their glasses, yes I was getting their drink orders. How can this be corrected? Try to get their drink orders as they are seated or wait till after takeoff, but on short flts with a potential of 20 first class passenger, it's very difficult to service them in a timely manner.

Title: AFTER LNDG ON BOARD DC9-50, FAA EMPLOYEE APCHED CABIN ATTENDANTS WITH VIOLATIONS OBSERVED DURING FLT.

Narrative: AFTER ARRIVING IN STL AND PAX WERE DEPLANING, AN FAA EMPLOYEE APCHED ME AND FLASHED HER BADGE AND STATED SHE WANTED TO SPEAK WITH THE CREW ABOUT 3 VIOLATIONS SHE OBSERVED (SHE WAS TRAVELING ON A TICKET ON HER OWN TIME). THE L1 FLT ATTENDANT DID WALK-THROUGH PRIOR TO DEP CLOSING OVERHEAD BINS AND CHKING LUGGAGE. A PAX NEEDED TO CHK HER SUITCASE AND THE L1 FLT ATTENDANT TOOK CARE OF THAT. THE L1 FLT ATTENDANT WAS IN THE AISLE IN FIRST CLASS WHEN THE AGENT SHUT THE DOOR. 2 PAX CAME RUNNING AND THE FRONT DOOR WAS OPENED AGAIN. PAX WERE SEATED AND OVERHEAD BINS WERE CLOSED. L1 FLT ATTENDANT TOLD COCKPIT CABIN WAS SECURED. THE SAFETY DEMONSTRATION WAS COMPLETED AND C2 FLT ATTENDANT WALKED THROUGH THE CABIN AGAIN PRIOR TO TAKING HER SEAT. THE FAA EMPLOYEE STATED SHE SAW AN ELDERLY PAX BEHIND HER WITH HIS FEET ON TOP OF HIS BAG. WHEN THIS WAS OBSERVED, WAS NOT STATED. PAX MAY HAVE MOVED BAG AFTER WALK-THROUGH WAS COMPLETED. IN REGARDS TO FIRST CLASS R1 FLT ATTENDANT TAKING DRINK ORDERS FROM FIRST CLASS PAX WHILE TAXIING, IT STATES IN THE EMPLOYEE MANUAL THAT FLT ATTENDANTS CAN BE UP DOING SAFETY RELATED DUTIES. THERE WERE STILL FIRST CLASS GLASSES TO BE PICKED UP AND AS I WAS CHKING SEAT BELTS AND TAKING THEIR GLASSES, YES I WAS GETTING THEIR DRINK ORDERS. HOW CAN THIS BE CORRECTED? TRY TO GET THEIR DRINK ORDERS AS THEY ARE SEATED OR WAIT TILL AFTER TKOF, BUT ON SHORT FLTS WITH A POTENTIAL OF 20 FIRST CLASS PAX, IT'S VERY DIFFICULT TO SVC THEM IN A TIMELY MANNER.
