Narrative:
FAA is requiring that the captain be responsible for the condition of the uld's (cargo huts) and pallets. On a thorough flight ramp check, the local FAA safety inspector in mather (sacramento) found several deficiencies with the containers/straps and told the engineer that there may be certificate action taken against the crew. I don't feel that this should be a flight crew responsibility but I do now inspect every container and pallet. I don't know if this is of concern to NASA but I was advised to file it by union attorney.

Title: FAA INSPECTOR RAMP CHK OF A CARGO DC8-71 DISCLOSED CARGO RESTRAINT DEFICIENCIES WHICH MAY RESULT IN FLC CERTIFICATE ACTION.
Narrative: FAA IS REQUIRING THAT THE CAPT BE RESPONSIBLE FOR THE CONDITION OF THE ULD'S (CARGO HUTS) AND PALLETS. ON A THOROUGH FLT RAMP CHK, THE LCL FAA SAFETY INSPECTOR IN MATHER (SACRAMENTO) FOUND SEVERAL DEFICIENCIES WITH THE CONTAINERS/STRAPS AND TOLD THE ENGINEER THAT THERE MAY BE CERTIFICATE ACTION TAKEN AGAINST THE CREW. I DON'T FEEL THAT THIS SHOULD BE A FLC RESPONSIBILITY BUT I DO NOW INSPECT EVERY CONTAINER AND PALLET. I DON'T KNOW IF THIS IS OF CONCERN TO NASA BUT I WAS ADVISED TO FILE IT BY UNION ATTORNEY.
