Narrative:

TCASII aircraft had clearance to 9000 ft when he was out of approximately 11500 ft merging traffic climbing out of 9300 ft VFR. I was not talking to 2ND aircraft. I called traffic and stopped descent to 11000 ft. When aircraft was out of 10100 ft called requesting IFR clearance. Again I called traffic and he said he had the visual. He kept climbing. I told him to maintain VFR. The TCASII aircraft reported the traffic on TCASII but not the visual. Then he reported traffic in sight and that they had an RA and was going to climb.

THE TCASII ACFT RPTED THE TFC ON TCASII BUT NOT THE VISUAL. THEN HE RPTED TFC IN SIGHT AND THAT THEY HAD AN RA AND WAS GOING TO CLB.
