Narrative:

Heading 090 degrees at 3000 ft MSL cleared for ILS runway 4L at jfk the left engine flamed out. All checklist items complied with. ATC notified and an in-flight emergency declared. Landed uneventful. Cause: the torque/temperature limiting system (ttl) sensed an overtemp and bypassed fuel to the engine, causing a flameout. This was determined by maintenance after landing. Callback conversation with reporter revealed the following information: the report stated the cockpit crew had no indication of a left engine overtemp prior to the engine flameout. The reporter stated both torque/temperature limiting system were switched to 'on' and the left system sensed an overtemp and bypassed the fuel which was later proved by maintenance on engine run. The reporter said the system could be switched to 'off' to override the system and try a relight but was not attempted due to short final.

Title: A JETSTREAM 3200 ON APCH AT 3000 FT DECLARED AN EMER DUE TO THE L ENG FLAMEOUT CAUSED BY THE TORQUE-TEMP LIMITING SYS SENSING AN OVERTEMP CONDITION.

Narrative: HDG 090 DEGS AT 3000 FT MSL CLRED FOR ILS RWY 4L AT JFK THE L ENG FLAMED OUT. ALL CHKLIST ITEMS COMPLIED WITH. ATC NOTIFIED AND AN INFLT EMER DECLARED. LANDED UNEVENTFUL. CAUSE: THE TORQUE/TEMP LIMITING SYS (TTL) SENSED AN OVERTEMP AND BYPASSED FUEL TO THE ENG, CAUSING A FLAMEOUT. THIS WAS DETERMINED BY MAINT AFTER LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPT STATED THE COCKPIT CREW HAD NO INDICATION OF A L ENG OVERTEMP PRIOR TO THE ENG FLAMEOUT. THE RPTR STATED BOTH TORQUE/TEMP LIMITING SYS WERE SWITCHED TO 'ON' AND THE L SYS SENSED AN OVERTEMP AND BYPASSED THE FUEL WHICH WAS LATER PROVED BY MAINT ON ENG RUN. THE RPTR SAID THE SYS COULD BE SWITCHED TO 'OFF' TO OVERRIDE THE SYS AND TRY A RELIGHT BUT WAS NOT ATTEMPTED DUE TO SHORT FINAL.
