Narrative:

We were level at FL290 on a flight eastbound from msy to dca. As we approached richmond eastbound, we were given a clearance to descend to FL240 by an intersection (85 mi west of ric) on J14. This was maybe 10-15 mi from the crossing restr fix. The controller asked if we had already received this clearance. I said no. He gave the clearance to us and said to do the best we could. I said ok, but we would be released from the restr. We were given another frequency and there was no known problems. Our TCASII had no targets on the screen and the controller indicated there was no problem. I think what occurred was, inability to receive the clearance when it was first given due to congestion on the frequency. I believe the frequencys were 133.72 to 127.75.

Narrative: WE WERE LEVEL AT FL290 ON A FLT EBOUND FROM MSY TO DCA. AS WE APCHED RICHMOND EBOUND, WE WERE GIVEN A CLRNC TO DSND TO FL240 BY AN INTXN (85 MI W OF RIC) ON J14. THIS WAS MAYBE 10-15 MI FROM THE XING RESTR FIX. THE CTLR ASKED IF WE HAD ALREADY RECEIVED THIS CLRNC. I SAID NO. HE GAVE THE CLRNC TO US AND SAID TO DO THE BEST WE COULD. I SAID OK, BUT WE WOULD BE RELEASED FROM THE RESTR. WE WERE GIVEN ANOTHER FREQ AND THERE WAS NO KNOWN PROBS. OUR TCASII HAD NO TARGETS ON THE SCREEN AND THE CTLR INDICATED THERE WAS NO PROB. I THINK WHAT OCCURRED WAS, INABILITY TO RECEIVE THE CLRNC WHEN IT WAS FIRST GIVEN DUE TO CONGESTION ON THE FREQ. I BELIEVE THE FREQS WERE 133.72 TO 127.75.
