Narrative:
Wbound FL390 over vhp, got a TA on the TCASII. 5 seconds later got immediate descent instructions from center to FL370. Initiated descent, got an RA to descend now from TCASII. As we were descending ATC gave air carrier Y immediate climb from FL390 to FL410. Air carrier Y was eastbound our altitude. We had air carrier Y in sight from the moment we got the TA from TCASII. Air carrier Y passed overhead by about 1100 ft.

Title: AFTER ACR X RECEIVED TA FROM TCASII ON OPPOSITE DIRECTION TFC, CTLR ISSUED IMMEDIATE DSCNT TO FL370 TO ACR X AND IMMEDIATE CLB TO FL410 TO ACR Y. BOTH ACFT HAD BEEN ASSIGNED FL390.

AS WE WERE DSNDING ATC GAVE ACR Y IMMEDIATE CLB FROM FL390 TO FL410. ACR Y WAS EBOUND OUR ALT. WE HAD ACR Y IN SIGHT FROM THE MOMENT WE GOT THE TA FROM TCASII. ACR Y PASSED OVERHEAD BY ABOUT 1100 FT.
