Narrative:

Flew with pilot as safety pilot to review instrument skills. Aircraft is club aircraft and only club instructors are allowed to instruct. Pilot's skills poor, on review after landing strongly suggested he get with a club instructor. Purpose of this report is that after being advised by pmp to enter right downwind, runway 23, pilot allowed aircraft to descend to 500 ft, full power (level) over a residential area, tpa is 800 ft, I told him to get back to tpa which he did. This could be considered 'part of landing' but he should have not been that low. Loss of power could have been fatal.

THIS COULD BE CONSIDERED 'PART OF LNDG' BUT HE SHOULD HAVE NOT BEEN THAT LOW. LOSS OF PWR COULD HAVE BEEN FATAL.
