Narrative:

While deactivating an inoperative ram air exhaust valve actuator I pulled the circuit breakers listed in the maintenance manual deactivation procedure. I thought the breakers only controled the actuator. I did not know the breakers also controled the pack temperature controller. I overlooked the item in the maintenance manual that stated to reset the breakers. I did not reset the circuit breakers. The aircraft departed and had an air turn back with smoke in the cabin.
