Narrative:

We were cleared direct to pvd VOR, cross 25 mi southwest of pvd at 11000 ft, no speed restr (at least that's what registered in my mind). Unfortunately, ATC wanted us to cross 45 mi southwest of pvd at 11000 ft. When the controller questioned our descent we were not in a position to comply with his original request. I believe fatigue was behind my inability to correctly register instructions from ATC. I had not been sleeping well on day #3 of this 4 day trip and felt perpetually tired.

Title: CAPT OF AN MLG FAILED TO DSND IN SUFFICIENT TIME TO MAKE XING ALT CAUSED BY BELIEVING THAT THE XING FIX WAS AT A MORE DISTANT POINT. IN ADDITION, HE FELT FATIGUE FROM HIS THIRD DUTY DAY OUT OF FOUR.

UNFORTUNATELY, ATC WANTED US TO CROSS 45 MI SW OF PVD AT 11000 FT. WHEN THE CTLR QUESTIONED OUR DSCNT WE WERE NOT IN A POS TO COMPLY WITH HIS ORIGINAL REQUEST. I BELIEVE FATIGUE WAS BEHIND MY INABILITY TO CORRECTLY REGISTER INSTRUCTIONS FROM ATC. I HAD NOT BEEN SLEEPING WELL ON DAY #3 OF THIS 4 DAY TRIP AND FELT PERPETUALLY TIRED.
