Narrative:

While on the bunts arrival into trenton, nj, ZOB handed us off to ZNY. My first officer, a new-hire on only his second trip and with no previous citation experience, accepted the handoff (he was the PNF). After dialing in the new frequency, he apparently got distracted and did not check in (or even switch over) to ZNY. I was reviewing the STAR at the time and did not realize that he never switched over. ZOB called us and we answered. He told us we were supposed to have switched. I looked at the radio and noticed that the new frequency had been dialed in, but never switched. I pointed it out to my first officer who seemed confused over the mix- up. So, I went ahead and switched frequencys myself and before I could call ny, we heard the controller calling us. I replied that we were with him now, to which the controller very angrily queried us, 'where were you?' not prepared to respond, I simply restated that we were with him now. He again shouted out 'where were you?' I could not respond to that, so he made us do a left 180 degree turn out of our sequence. We then turned left to a 330 degree heading and proceeded to fly for several mins. The controller told us to standby and he would call us when he was ready. Finally, the controller told us to turn left direct lancaster to rejoin the arrival and to keep our turn tight. To this point, we had been assigned 270 KTS for our speed. Because we were in light turbulence and because of the need to keep our turn tight, I reduced power in the turn and resumed power when we rolled out of the turn. Our speed had reduced to 230 KTS in the turn, but was accelerating to 270 KTS when the controller asked our speed. Suddenly, my first officer decided he could talk again, and told the controller that we were doing 230 KTS, but didn't tell him we were accelerating to 270 KTS. The controller was furious by now and proceeded to tell us that no speed changes were authority/authorized unless he told us so. At this point, I saw no need to try to explain to the controller that we were already back at 270 KTS and why we initially reduced in the turn because I felt like things would only get worse by trying to reason with him. We then continued on the arrival and landed. My first officer does not know why he failed to switch frequencys. We had been communicating well and good CRM techniques were being used prior to the problem. I'm not sure why I missed the fact that he did not call in other than the fact that I was reviewing the arrival procedures during the time he took the handoff.

Title: FO OF A CPR JET FAILED TO CONTACT ATC WHEN INSTRUCTED TO DO SO DURING AN ARR. THE FO TUNED IN THE FREQ, BUT NEVER CONTACTED ATC. IN ADDITION, THE CAPT FAILED TO HOLD THE ASSIGNED AIRSPD DUE TO THE NEED TO MAKE A 360 DEG TURN OUTSIDE OF THE STAR ARR TRACK.

AFTER DIALING IN THE NEW FREQ, HE APPARENTLY GOT DISTRACTED AND DID NOT CHK IN (OR EVEN SWITCH OVER) TO ZNY. I WAS REVIEWING THE STAR AT THE TIME AND DID NOT REALIZE THAT HE NEVER SWITCHED OVER. ZOB CALLED US AND WE ANSWERED. HE TOLD US WE WERE SUPPOSED TO HAVE SWITCHED. I LOOKED AT THE RADIO AND NOTICED THAT THE NEW FREQ HAD BEEN DIALED IN, BUT NEVER SWITCHED. I POINTED IT OUT TO MY FO WHO SEEMED CONFUSED OVER THE MIX- UP. SO, I WENT AHEAD AND SWITCHED FREQS MYSELF AND BEFORE I COULD CALL NY, WE HEARD THE CTLR CALLING US. I REPLIED THAT WE WERE WITH HIM NOW, TO WHICH THE CTLR VERY ANGRILY QUERIED US, 'WHERE WERE YOU?' NOT PREPARED TO RESPOND, I SIMPLY RESTATED THAT WE WERE WITH HIM NOW. HE AGAIN SHOUTED OUT 'WHERE WERE YOU?' I COULD NOT RESPOND TO THAT, SO HE MADE US DO A L 180 DEG TURN OUT OF OUR SEQUENCE. WE THEN TURNED L TO A 330 DEG HDG AND PROCEEDED TO FLY FOR SEVERAL MINS. AT THIS POINT, I SAW NO NEED TO TRY TO EXPLAIN TO THE CTLR THAT WE WERE ALREADY BACK AT 270 KTS AND WHY WE INITIALLY REDUCED IN THE TURN BECAUSE I FELT LIKE THINGS WOULD ONLY GET WORSE BY TRYING TO REASON WITH HIM. WE THEN CONTINUED ON THE ARR AND LANDED. MY FO DOES NOT KNOW WHY HE FAILED TO SWITCH FREQS. WE HAD BEEN COMMUNICATING WELL AND GOOD CRM TECHNIQUES WERE BEING USED PRIOR TO THE PROB. I'M NOT SURE WHY I MISSED THE FACT THAT HE DID NOT CALL IN OTHER THAN THE FACT THAT I WAS REVIEWING THE ARR PROCS DURING THE TIME HE TOOK THE HDOF.
