Narrative:

While taxiing out for takeoff, I was notified that I might have struck something with my right wing. After stopping immediately and shutting down, I discovered that a military media escort had parked a golf cart with a photographer on the right edge of the taxiway. The right front quarter is a blind area while taxiing (taildragger). The golf cart was obscured from view. I apparently hit the photographer while taxiing at a (thankfully) slow speed. The ramp was very congested with many parked aircraft. I had negotiated through the parked aircraft and never saw the golf cart. The photographer received minor injuries (scrapes). The aircraft received a cracked right landing light lens. The military media escort did not pay attention to where he had parked and lost situational awareness to the fact that there were many aircraft (both propeller and jet) taxiing for departure. From an operational/pilot standpoint, s-turning was not possible due to other aircraft in the immediate vicinity. There should not be any personnel allowed on active txwys. They should be kept in areas designated for personnel only -- non aircraft movement areas.

Title: PLT HIT A GOLF CART AND PHOTOGRAPHER ON TAXI OUT OF A CONGESTED AREA. VERY MINOR DAMAGE TO ACFT, PERSON SUSTAINED MINOR SCRATCHES.

Narrative: WHILE TAXIING OUT FOR TKOF, I WAS NOTIFIED THAT I MIGHT HAVE STRUCK SOMETHING WITH MY R WING. AFTER STOPPING IMMEDIATELY AND SHUTTING DOWN, I DISCOVERED THAT A MIL MEDIA ESCORT HAD PARKED A GOLF CART WITH A PHOTOGRAPHER ON THE R EDGE OF THE TXWY. THE R FRONT QUARTER IS A BLIND AREA WHILE TAXIING (TAILDRAGGER). THE GOLF CART WAS OBSCURED FROM VIEW. I APPARENTLY HIT THE PHOTOGRAPHER WHILE TAXIING AT A (THANKFULLY) SLOW SPD. THE RAMP WAS VERY CONGESTED WITH MANY PARKED ACFT. I HAD NEGOTIATED THROUGH THE PARKED ACFT AND NEVER SAW THE GOLF CART. THE PHOTOGRAPHER RECEIVED MINOR INJURIES (SCRAPES). THE ACFT RECEIVED A CRACKED R LNDG LIGHT LENS. THE MIL MEDIA ESCORT DID NOT PAY ATTN TO WHERE HE HAD PARKED AND LOST SITUATIONAL AWARENESS TO THE FACT THAT THERE WERE MANY ACFT (BOTH PROP AND JET) TAXIING FOR DEP. FROM AN OPERATIONAL/PLT STANDPOINT, S-TURNING WAS NOT POSSIBLE DUE TO OTHER ACFT IN THE IMMEDIATE VICINITY. THERE SHOULD NOT BE ANY PERSONNEL ALLOWED ON ACTIVE TXWYS. THEY SHOULD BE KEPT IN AREAS DESIGNATED FOR PERSONNEL ONLY -- NON ACFT MOVEMENT AREAS.
