Narrative:

On apr/xa/98, I arrived at ZZZ airport to work OTS aircraft YYY that was having a trim problem and was briefed by a mechanic employed by ZZZ air service that he found a broken bolt on above toggle assembly. I took over the task. Further inspection resulted in a bent/distorted toggle assembly. I replaced toggle in accordance with air carrier class 1 documents. Aircraft departed ZZZ and arrived in xyz. The xyz mechanic stated that he found the same toggle assembly and bolt problem I had found, except he stated toggle was installed incorrectly. Callback conversation with reporter revealed the following information: the reporter stated the toggle was replaced in ZZZ and inspected with a satisfactory operational check. The reporter said the xyz mechanic who again found the toggle damaged was in error about the toggle assembly being installed incorrectly as it can only be installed 1 way. The reporter said the trim correction and toggle damage was corrected by the entire flap system being rigged per the maintenance manual. Callback conversation with reporter acn 400656 revealed the following information: the reporter stated that the reporter inspected the flap track toggle assembly after installation in ZZZ and operation was ok. The reporter said the mechanic in xyz was called about the statement made that the toggle was installed incorrectly and said this was a misquote. The reporter said the flap track toggle assembly can only be installed 1 way and cannot be installed incorrectly. The reporter stated the trim correction and toggle damage was corrected by a trailing edge flap rig.

Title: A B737-200 WITH RPTED TRIM PROBS HAD THE L OUTBOARD MID FLAP TOGGLE ASSEMBLY REPLACED DUE TO ASSEMBLY FOUND DAMAGED. ON NEXT FLT TRIM AGAIN RPTED AND TOGGLE AGAIN FOUND DAMAGED.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE TOGGLE WAS REPLACED IN ZZZ AND INSPECTED WITH A SATISFACTORY OPERATIONAL CHK. THE RPTR SAID THE XYZ MECH WHO AGAIN FOUND THE TOGGLE DAMAGED WAS IN ERROR ABOUT THE TOGGLE ASSEMBLY BEING INSTALLED INCORRECTLY AS IT CAN ONLY BE INSTALLED 1 WAY. THE RPTR SAID THE TRIM CORRECTION AND TOGGLE DAMAGE WAS CORRECTED BY THE ENTIRE FLAP SYS BEING RIGGED PER THE MAINT MANUAL. CALLBACK CONVERSATION WITH RPTR ACN 400656 REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE RPTR INSPECTED THE FLAP TRACK TOGGLE ASSEMBLY AFTER INSTALLATION IN ZZZ AND OP WAS OK. THE RPTR SAID THE MECH IN XYZ WAS CALLED ABOUT THE STATEMENT MADE THAT THE TOGGLE WAS INSTALLED INCORRECTLY AND SAID THIS WAS A MISQUOTE. THE RPTR SAID THE FLAP TRACK TOGGLE ASSEMBLY CAN ONLY BE INSTALLED 1 WAY AND CANNOT BE INSTALLED INCORRECTLY. THE RPTR STATED THE TRIM CORRECTION AND TOGGLE DAMAGE WAS CORRECTED BY A TRAILING EDGE FLAP RIG.
