Narrative:

I was signed on duty as controller in charge and local controller. I allowed a pre developmental to work the local controller position under my supervision. The pre developmental cleared an aircraft for takeoff. He and I were unaware that the aircraft was on an IFR route! After being alerted to our mistake by phl TRACON, we instructed the aircraft to maintain VFR and pointed out any traffic. The aircraft reported seeing the traffic.

Title: LCL CTLR CLRED AN IFR DEP FOR TKOF WITHOUT OBTAINING A RELEASE FROM DEP CTLR AND THE ACFT CONFLICTED WITH ANOTHER IFR ACFT. LCL CTLR DID NOT KNOW THAT THE ACFT WAS ON AN IFR FLT PLAN.

THE ACFT RPTED SEEING THE TFC.
