Narrative:

PIC of cap mission to pick up blood donation. Departure vgt at XA05, destination edd on VFR flight plan. Given las departure frequency 119.4 and VFR code from vgt tower. Contact las TRACON vectored heading 220 degrees, altitude 4000 ft, clear of class B, frequency change to 133.95, maintain 4000 ft. Stay clear of class B. Change to frequency 127.15, vector 180 degrees, climb to 5500 ft. No class B clearance. Vectored around class B, no reason given (rest of trip uneventful). Return leg of cap mission transport blood from eed to vgt. Contact appcon (las) 45 NM south of las, heading 310 degrees, frequency 118.4, approximately XC20. Given beacon, remain clear of class B till identify- positive identification 30 mi south clear into class B at 6500 ft, heading 310 degrees. At 20 mi south change to frequency 127.15, still cleared in B airspace. Descend to 4500 ft, change to frequency 133.95. Next transmission from approach control on hand off: leave class B immediately turn left 270 degrees now!!! Query to ATC about why after clearance into class B was do it now...squawk discrete code, bye. Contacted vgt 125.7 landing clearance given. Rest of flight uneventful. PIC did not opt to use lifeguard status (no emergency existed for this delivery). PIC feels ATC wasted cockpit resources (all these frequency changes, headings). Simpler to and more expedient to go around class B if this is the service they dispense. Up until 3 months ago this was never a problem at las or vgt. Why??? Callback conversation with facility personnel revealed the following information: analyst learned from a facility person that class B service is provided on a workload permitting basis to other than arrival/departure traffic to the primary airport. The facility person also stated that a task force is working on a plan to provide a VFR flyway which, when finalized, will be depicted on the class B airspace map.

PIC DID NOT OPT TO USE LIFEGUARD STATUS (NO EMER EXISTED FOR THIS DELIVERY). PIC FEELS ATC WASTED COCKPIT RESOURCES (ALL THESE FREQ CHANGES, HDGS). SIMPLER TO AND MORE EXPEDIENT TO GAR CLASS B IF THIS IS THE SVC THEY DISPENSE. UP UNTIL 3 MONTHS AGO THIS WAS NEVER A PROBLEM AT LAS OR VGT. WHY??? CALLBACK CONVERSATION WITH FACILITY PERSONNEL REVEALED THE FOLLOWING INFO: ANALYST LEARNED FROM A FACILITY PERSON THAT CLASS B SVC IS PROVIDED ON A WORKLOAD PERMITTING BASIS TO OTHER THAN ARR/DEP TFC TO THE PRIMARY ARPT. THE FACILITY PERSON ALSO STATED THAT A TASK FORCE IS WORKING ON A PLAN TO PROVIDE A VFR FLYWAY WHICH, WHEN FINALIZED, WILL BE DEPICTED ON THE CLASS B AIRSPACE MAP.
