Narrative:

On final approach to runway 23L at ind, I was the PF and cleared for the visual approach. At approximately 2000 ft AGL the plane was configured for landing, with the exception of final flaps setting. I requested flaps full (35 degrees) from my captain at approximately 750 ft AGL. The flaps were selected and indicated. At the same time without consulting me, the PF, the captain requested a circle-to-land on runway 32. Tower immediately cleared us to land on runway 32. I was not happy with this decision, since we were configured for landing and there was no reason for this change. I began the circle-to-land maneuver and immediately knew that it was not going to work out. I stopped my descent, but continued to turn to align the plane with runway 32. I then executed a missed approach. We were then cleared by tower to land runway 14, turns at our discretion. We landed on runway 14 without incident and all passenger were deplaned safely at the gate. We had 7 passenger on board including 1 jump seat passenger from a different airline. In my personal and professional opinion, this was an unsafe maneuver and should have never have been done. We were obviously in no position to land on runway 32 and the captain should have consulted me before asking for this maneuver. I believe that as the PF I performed the most safe maneuver by going around and not attempting to achieve a landing out of a possibly dangerous situation.

I WAS NOT HAPPY WITH THIS DECISION, SINCE WE WERE CONFIGURED FOR LNDG AND THERE WAS NO REASON FOR THIS CHANGE. I BEGAN THE CIRCLE-TO-LAND MANEUVER AND IMMEDIATELY KNEW THAT IT WAS NOT GOING TO WORK OUT. I STOPPED MY DSCNT, BUT CONTINUED TO TURN TO ALIGN THE PLANE WITH RWY 32. I THEN EXECUTED A MISSED APCH. WE WERE THEN CLRED BY TWR TO LAND RWY 14, TURNS AT OUR DISCRETION. WE LANDED ON RWY 14 WITHOUT INCIDENT AND ALL PAX WERE DEPLANED SAFELY AT THE GATE. WE HAD 7 PAX ON BOARD INCLUDING 1 JUMP SEAT PAX FROM A DIFFERENT AIRLINE. IN MY PERSONAL AND PROFESSIONAL OPINION, THIS WAS AN UNSAFE MANEUVER AND SHOULD HAVE NEVER HAVE BEEN DONE. WE WERE OBVIOUSLY IN NO POS TO LAND ON RWY 32 AND THE CAPT SHOULD HAVE CONSULTED ME BEFORE ASKING FOR THIS MANEUVER. I BELIEVE THAT AS THE PF I PERFORMED THE MOST SAFE MANEUVER BY GOING AROUND AND NOT ATTEMPTING TO ACHIEVE A LNDG OUT OF A POSSIBLY DANGEROUS SIT.
