Narrative:

We were cleared for an ILS runway 14 approach, and approach control said there was a C130 on a right downwind in a VFR pattern. The C130 would follow us. The WX was MVFR with haze at dusk. I was flying 'inside.' during the frequency change to tower the first officer spotted the C130 turning a right base into us. I made an evasive maneuver, left turn away from the final and climbed to 2000 ft. We notified the tower of our deviation (we got a TA after the maneuver was initiated). We were then cleared to land, but because of our maneuver we were not in a position to continue the approach. The tower had us enter a left downwind at which point we picked up the C130 on a right downwind. The tower asked us to turn base but the C130 appeared to be turning back into us again! We elected to continue on the downwind until we were sure the C130 was assigned a heading away from us. We then turned in and made an uneventful landing. When we were on the ground a PA was made informing the passenger of the traffic conflict. A phone conversation with the tower indicated there was a communication problem between approach and the tower. Originally the tower planned on the C130 being first, while approach was planning on us being first. In the handoff the C130 apparently never got the word.

Title: AN ACR B727 HAD BEEN CLRED FOR AN ILS RWY 14 APCH AND GIVEN TFC, A C130 ON DOWNWIND, WHO WAS TO FOLLOW THE B727. AS THE B727 CONTACTED THE TWR THEY OBSERVED THE C130 TURNING TOWARDS THEM AND THE B727 EXECUTED A MISSED APCH. SUBSEQUENT CONVERSATION WITH TWR SUPVR INDICATED A COORD BREAKDOWN HAD OCCURRED.

WE ELECTED TO CONTINUE ON THE DOWNWIND UNTIL WE WERE SURE THE C130 WAS ASSIGNED A HDG AWAY FROM US. WE THEN TURNED IN AND MADE AN UNEVENTFUL LNDG. WHEN WE WERE ON THE GND A PA WAS MADE INFORMING THE PAX OF THE TFC CONFLICT. A PHONE CONVERSATION WITH THE TWR INDICATED THERE WAS A COM PROB BTWN APCH AND THE TWR. ORIGINALLY THE TWR PLANNED ON THE C130 BEING FIRST, WHILE APCH WAS PLANNING ON US BEING FIRST. IN THE HDOF THE C130 APPARENTLY NEVER GOT THE WORD.
