Narrative:

I was captain and PF on flight hsv-atl on apr/xa/98. WX conditions in atl were reported on ATIS as 6000 ft scattered, winds of 150 degrees at 11 KTS gusting to 16 KTS. Tower then reported winds as 170 degrees at 14 KTS. We were vectored through the localizer behind a B767 for visual approach to runway 8L. Final approach airspeed was adjusted to 141 KTS for the ATIS reported winds, 40 degree flap landing with medium autobrakes. Spacing reported as 4.5 mi behind the B767. Tower did not notify us of any negative landing reports. Aircraft configured prior to OM, all checklists complete and approach stabilized. Gusty winds were experienced during approach, but were within limits. During the flare maneuver, the airspeed increased and sink rate also increased. Power was adjusted to control the descent. Touchdown was normal, in the touchdown zone. The aircraft began to drift and I asked the first officer to hold yoke forward and into the wind. I came out of reverse and elected to pass high speed turnoff B11, choosing to roll to the end. Nearing the runway end, the aircraft was not decelerating with full toe brakes applied. In an attempt to remain on prepared surface, a turn was made to the left to exit on the wider area of taxiway (north of runway 8L). The aircraft came to rest off the east end of taxiway a. Tower and passenger were notified. Operations was contacted to coordinate a tug to move the aircraft.

Title: MD88 ACFT LNDG WITH 90 DEG XWIND WHEN RPTR CAPT REALIZED THE ACFT WASN'T DECELERATING ADEQUATELY AND TRIED TO TURN ONTO EXIT TXWY, BUT RAN OFF THE TXWY.

NEARING THE RWY END, THE ACFT WAS NOT DECELERATING WITH FULL TOE BRAKES APPLIED. IN AN ATTEMPT TO REMAIN ON PREPARED SURFACE, A TURN WAS MADE TO THE L TO EXIT ON THE WIDER AREA OF TXWY (N OF RWY 8L). THE ACFT CAME TO REST OFF THE E END OF TXWY A. TWR AND PAX WERE NOTIFIED. OPS WAS CONTACTED TO COORDINATE A TUG TO MOVE THE ACFT.
