Narrative:

I was working sector 11, D/right combined. Air carrier X was direct oak airport from the southeast. I issued a descent clearance to 10000 ft. The aircraft went into automatic-flash to bay approach, who owns airspace 13000 ft and below adjacent to sector 11. I had approval to enter this airspace to the licke intersection descending to 6000 ft. When the aircraft was descending through 15000 ft I began a verbal attempt to handoff air carrier X to bay approach. After 5 attempts to reach the bay approach controller on the shout line, I issued a clearance to air carrier X to reverse course. At this point it was too late to turn the aircraft to clear bay approach airspace. Before the pilot read back the clearance, bay approach took the automated handoff. At that time I reclred the aircraft direct oakland and gave a communications change to pilot. Bay approach did not respond to my calls. Every day we run up to the boundary of bay approach and bet they will take the handoff at the last min. To solve this problem we could descend to 14000 ft until permission to enter is granted. Bay approach should change the parameter of airspace they watch so as to take the handoff in a timely manner.

Title: ACR B737 ENTERED APCH CTL AIRSPACE PRIOR TO THE APCH CTLR ACCEPTING THE HDOF.

Narrative: I WAS WORKING SECTOR 11, D/R COMBINED. ACR X WAS DIRECT OAK ARPT FROM THE SE. I ISSUED A DSCNT CLRNC TO 10000 FT. THE ACFT WENT INTO AUTO-FLASH TO BAY APCH, WHO OWNS AIRSPACE 13000 FT AND BELOW ADJACENT TO SECTOR 11. I HAD APPROVAL TO ENTER THIS AIRSPACE TO THE LICKE INTXN DSNDING TO 6000 FT. WHEN THE ACFT WAS DSNDING THROUGH 15000 FT I BEGAN A VERBAL ATTEMPT TO HDOF ACR X TO BAY APCH. AFTER 5 ATTEMPTS TO REACH THE BAY APCH CTLR ON THE SHOUT LINE, I ISSUED A CLRNC TO ACR X TO REVERSE COURSE. AT THIS POINT IT WAS TOO LATE TO TURN THE ACFT TO CLR BAY APCH AIRSPACE. BEFORE THE PLT READ BACK THE CLRNC, BAY APCH TOOK THE AUTOMATED HDOF. AT THAT TIME I RECLRED THE ACFT DIRECT OAKLAND AND GAVE A COMS CHANGE TO PLT. BAY APCH DID NOT RESPOND TO MY CALLS. EVERY DAY WE RUN UP TO THE BOUNDARY OF BAY APCH AND BET THEY WILL TAKE THE HDOF AT THE LAST MIN. TO SOLVE THIS PROB WE COULD DSND TO 14000 FT UNTIL PERMISSION TO ENTER IS GRANTED. BAY APCH SHOULD CHANGE THE PARAMETER OF AIRSPACE THEY WATCH SO AS TO TAKE THE HDOF IN A TIMELY MANNER.
