Narrative:

Psp ATIS impossible to understand until within 70 NM of airport, generally below FL240. Interference from some other facility is bad. Mostly manifested as a squeal sound. All WX conditions. Being forced to wait until less than 70 NM from airport adds to an already high workload associated with late dscnts over high terrain. This has been the case over the past month as I've done weekly trips into psp.
