Narrative:

I received a letter from iad FSDO stating I was being investigated for taking off at iad on mar/xa/98 without a takeoff clearance. I was the acting sic. This was the first indication I had received for allegedly taking off without a clearance. I contacted my captain and discussed that particular flight. None of us have any recollection of taking off without a clearance or anything happening out of the ordinary. Iad controllers never mentioned a thing to us, if in fact we did take off without a clearance. I can't really say what happened, because I wasn't aware of a problem. If in fact it did happen, I have some suggestions regarding the checklists we have for the J32. The takeoff checklist is divided into 2 sections. The first part includes flight controls, TCASII, transponder and ice protection, which is usually done when you're cleared into position. The second part includes heading/response from both crew members, flows, lights and speed, which is done after you've been cleared for takeoff. The only time you'd do both, is if you're cleared for takeoff right off the bat. To me, all could be done during the taxi check or as you're holding short. There is way too much talking going on during this critical part of the flight. In my opinion, the only thing done on the runway should be bringing up the speeds and turning on the lights. In conclusion, we are still waiting to hear the tapes -- if any exist. Callback conversation with reporter revealed the following information: the incident is still under investigation. The chief pilot has heard the tapes but has not informed the reporter of what was heard.

Title: ALLEGED INCIDENT OF A BA32 COMMUTER'S TKOF WITHOUT CLRNC.

I CAN'T REALLY SAY WHAT HAPPENED, BECAUSE I WASN'T AWARE OF A PROB. IF IN FACT IT DID HAPPEN, I HAVE SOME SUGGESTIONS REGARDING THE CHKLISTS WE HAVE FOR THE J32. THE ONLY TIME YOU'D DO BOTH, IS IF YOU'RE CLRED FOR TKOF RIGHT OFF THE BAT. TO ME, ALL COULD BE DONE DURING THE TAXI CHK OR AS YOU'RE HOLDING SHORT. THERE IS WAY TOO MUCH TALKING GOING ON DURING THIS CRITICAL PART OF THE FLT. IN MY OPINION, THE ONLY THING DONE ON THE RWY SHOULD BE BRINGING UP THE SPDS AND TURNING ON THE LIGHTS. IN CONCLUSION, WE ARE STILL WAITING TO HEAR THE TAPES -- IF ANY EXIST. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE INCIDENT IS STILL UNDER INVESTIGATION. THE CHIEF PLT HAS HEARD THE TAPES BUT HAS NOT INFORMED THE RPTR OF WHAT WAS HEARD.
