Narrative:

Asked waco tower for assistance in locating a mechanic to help get my landing gear to come down. They located a mechanic and asked me to discuss with him on a unicom frequency that they would monitor. I was directed to remain west of the airport. We were unable to solve the problem. I informed the tower that I was proceeding to 7f7 (isenhower field airport) where the mechanic was located. Callback conversation with reporter revealed the following information: the pilot said that he was forced to make a gear up landing at the 7f7 airport. At the owner pilot's insistence, the nose cowling was removed while the aircraft was still lying on the runway. The pilot and the mechanics found that the nose gear axle bolt had extended and jammed against the side of the gear well and this prevented any of the gear from extending. The locknut for the axle bolt was missing. The aircraft had just completed a major overhaul at a maintenance facility and this was its first flight. The maintenance facility agreed to repair the aircraft.

Title: A PA30 PLT WAS UNABLE TO LOWER HIS GEAR AFTER FLYING TO HIS HOME BASE FROM A MAINT FACILITY. HE RETURNED TO THE FACILITY AND MADE A GEAR UP LNDG THERE.

Narrative: ASKED WACO TWR FOR ASSISTANCE IN LOCATING A MECH TO HELP GET MY LNDG GEAR TO COME DOWN. THEY LOCATED A MECH AND ASKED ME TO DISCUSS WITH HIM ON A UNICOM FREQ THAT THEY WOULD MONITOR. I WAS DIRECTED TO REMAIN W OF THE ARPT. WE WERE UNABLE TO SOLVE THE PROB. I INFORMED THE TWR THAT I WAS PROCEEDING TO 7F7 (ISENHOWER FIELD ARPT) WHERE THE MECH WAS LOCATED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PLT SAID THAT HE WAS FORCED TO MAKE A GEAR UP LNDG AT THE 7F7 ARPT. AT THE OWNER PLT'S INSISTENCE, THE NOSE COWLING WAS REMOVED WHILE THE ACFT WAS STILL LYING ON THE RWY. THE PLT AND THE MECHS FOUND THAT THE NOSE GEAR AXLE BOLT HAD EXTENDED AND JAMMED AGAINST THE SIDE OF THE GEAR WELL AND THIS PREVENTED ANY OF THE GEAR FROM EXTENDING. THE LOCKNUT FOR THE AXLE BOLT WAS MISSING. THE ACFT HAD JUST COMPLETED A MAJOR OVERHAUL AT A MAINT FACILITY AND THIS WAS ITS FIRST FLT. THE MAINT FACILITY AGREED TO REPAIR THE ACFT.
