Narrative:

Controller (tower) was controling 5 aircraft for landing. I believe he thought he was controling 4. He put 2 planes in the same place at the same time. I monitor the tower frequency 24 hours per day. I know each of the controllers' voices. I've learned their patterns. I believe this controller needs a vacation or retraining. Key west has the most diverse mix of aircraft usage. Banner towing, scheduled flts, aerobatic training, biplane flts, seaplane tours, flight training, cpr jets, normal GA activity, military jets, and no radar.
