Narrative:

On climb out of colorado springs we were cleared to FL230 by previous controller (colorado springs departure). When we switched over to ZDV we advised ZDV we were climbing out of 13000 ft for FL230. When we picked up a target 900 ft above us on TCASII about 2 O'clock position, I advised center of traffic, and at the same time we were given a TCASII resolution to descend which we complied with. We descended to 13800 ft. The traffic passed off our right wing 2 mi (estimate) and 600-700 ft above us. Had we not complied with TCASII we would have gone through his altitude. We advised center of our compliance with TCASII and that we descended.
