Narrative:

I was working the moped sector (ZTL-47) when what sounded like a stuck microphone started interfering with operations. Due to numerous factors the situation quickly went out of control. The frequency interference has not yet been determined, but involved bleed over from 132.97 (ZTL 43). Contributing to this event were the following problems: I had just relieved another individual. He sequences his strips differently than I do and does not mark them well. I depend on strips. The maiden radar (qrm) was OTS. This delays the acquisition of the clt departures, causes data block jumps and incorrect speeds. Buec was unavailable for unknown reasons. At least 3 aircraft entered my airspace with incomplete coordination or without a handoff being completed. One aircraft entered my airspace against sops, (he was high) causing additional workload. Due to a miscom, clt approach let another aircraft in my airspace after the event was well underway. This incident is indicative of operations at ZTL. We 'run on the redline' on a regular basis. With equipment failing on a regular basis we often run into sits that get out of control. Safety has taken a back seat to efficiency.

Title: TFC SATURATION COMBINED WITH FREQ INTERFERENCE RESULTS IN SEVERAL ACFT ENTERING CTLR'S AIRSPACE WITHOUT COORD.

Narrative: I WAS WORKING THE MOPED SECTOR (ZTL-47) WHEN WHAT SOUNDED LIKE A STUCK MIKE STARTED INTERFERING WITH OPS. DUE TO NUMEROUS FACTORS THE SIT QUICKLY WENT OUT OF CTL. THE FREQ INTERFERENCE HAS NOT YET BEEN DETERMINED, BUT INVOLVED BLEED OVER FROM 132.97 (ZTL 43). CONTRIBUTING TO THIS EVENT WERE THE FOLLOWING PROBS: I HAD JUST RELIEVED ANOTHER INDIVIDUAL. HE SEQUENCES HIS STRIPS DIFFERENTLY THAN I DO AND DOES NOT MARK THEM WELL. I DEPEND ON STRIPS. THE MAIDEN RADAR (QRM) WAS OTS. THIS DELAYS THE ACQUISITION OF THE CLT DEPS, CAUSES DATA BLOCK JUMPS AND INCORRECT SPDS. BUEC WAS UNAVAILABLE FOR UNKNOWN REASONS. AT LEAST 3 ACFT ENTERED MY AIRSPACE WITH INCOMPLETE COORD OR WITHOUT A HDOF BEING COMPLETED. ONE ACFT ENTERED MY AIRSPACE AGAINST SOPS, (HE WAS HIGH) CAUSING ADDITIONAL WORKLOAD. DUE TO A MISCOM, CLT APCH LET ANOTHER ACFT IN MY AIRSPACE AFTER THE EVENT WAS WELL UNDERWAY. THIS INCIDENT IS INDICATIVE OF OPS AT ZTL. WE 'RUN ON THE REDLINE' ON A REGULAR BASIS. WITH EQUIP FAILING ON A REGULAR BASIS WE OFTEN RUN INTO SITS THAT GET OUT OF CTL. SAFETY HAS TAKEN A BACK SEAT TO EFFICIENCY.
