Narrative:
Aircraft was observed at airspace boundary not handed off to next facility. I was busy with other aircraft, numerous VFR pop-ups and arrs to airport. Frequency very congested with numerous control instructions being repeated several times. I immediately called appropriate facility to handoff the aircraft.

Narrative: ACFT WAS OBSERVED AT AIRSPACE BOUNDARY NOT HANDED OFF TO NEXT FACILITY. I WAS BUSY WITH OTHER ACFT, NUMEROUS VFR POP-UPS AND ARRS TO ARPT. FREQ VERY CONGESTED WITH NUMEROUS CTL INSTRUCTIONS BEING REPEATED SEVERAL TIMES. I IMMEDIATELY CALLED APPROPRIATE FACILITY TO HDOF THE ACFT.
