An ARTCC radar controller trnee issued a revised descent altitude from 11000 ft to 12000 ft to a commuter aircraft due to traffic at 11000 ft. The pilot did not receive the clearance nor acknowledge the controller, and descended to an occupied altitude. The instructor controller did not catch the lack of a readback from the pilot.

Narrative:

Training on radar, busy. Called for tracker. Trainee attempted to amend altitude on air carrier X to 12000 ft. Didn't get readback. Tracker on handoff line. Radar associate was doing manual side duties and radar trainer missed the no reply. Discovered at center and approach control's boundary at inbound fix. Busy and complex, called for tracker too late. Trainee too far behind and trainer should have taken over.
