Narrative:

We were cleared to level off at 15000 ft for crossing traffic. We then received a TA warning and then an RA to maintain altitude. The clearance was to maintain 250 KTS until further advised. The captain was a recent upgrade from the B757 still fresh from IOE. We were in a B737 with autothrottle inoperative. At leveloff, he did not pull back the throttles and we were over 340 KTS when we caught it. A combination of inexperience, non standardization of the company fleet and assigning him to a morning trip following an evening cycle is a bad combination and chain of events.

Title: FLC OF B737 EXCEEDS ASSIGNED SPD WHEN OPERATING WITH AUTOTHROTTLES INOP. TCASII ALERTED THEM TO THE PROB.

Narrative: WE WERE CLRED TO LEVEL OFF AT 15000 FT FOR XING TFC. WE THEN RECEIVED A TA WARNING AND THEN AN RA TO MAINTAIN ALT. THE CLRNC WAS TO MAINTAIN 250 KTS UNTIL FURTHER ADVISED. A COMBINATION OF INEXPERIENCE, NON STANDARDIZATION OF THE COMPANY FLEET AND ASSIGNING HIM TO A MORNING TRIP FOLLOWING AN EVENING CYCLE IS A BAD COMBINATION AND CHAIN OF EVENTS.
