Narrative:

Feb/xa/98 after a training flight at watertown airport, ny, I was en route to duflo airport, new bremen, ny. I was attempting a landing. On final I was about 50 ft AGL, when I encountered a crosswind. I tried to keep the aircraft aligned with the runway with xctl. The aircraft settled before I realized it, and I landed short of the runway hitting a snow bank. I believe not enough engine RPM with xctl was a factor in this incident.
