Crossing psp at FL240 given bands at 14000 ft. Later told to stop at 15000 ft as a twin cessna was at 1 O'clock position climbing to 15500 ft. Descent was slowed to assure clearance. After passing aircraft given bands at 14000 ft. Unable to comply due to slowed descent. Crossed at 15500 ft in descent.
