Narrative:

The local controller instructed a landing aircraft, aircraft 1 to land runway 5L, then turn right on runway 14 and hold short of runway 5R. Meanwhile, another aircraft was landing runway 5L right behind him, and a commuter was taking off/rolling on runway 5R. There is insufficient room to hold short between runways 5L and 5R without a runway incursion. This procedure is clearly defined in local procedures. The controller should have exercised positive control and withheld either the commuter departure clearance and allowed aircraft 1 to cross the runway or withheld the landing clearance for the runway 5L arrival.

Title: RPTED RWY INCURSION LOSS OF SEPARATION BTWN TFC HOLDING BTWN RWYS 5R AND 5L WHILE TFC DEPARTS RWY 5R. INSUFFICIENT ROOM BTWN RWYS.

Narrative: THE LCL CTLR INSTRUCTED A LNDG ACFT, ACFT 1 TO LAND RWY 5L, THEN TURN R ON RWY 14 AND HOLD SHORT OF RWY 5R. MEANWHILE, ANOTHER ACFT WAS LNDG RWY 5L RIGHT BEHIND HIM, AND A COMMUTER WAS TAKING OFF/ROLLING ON RWY 5R. THERE IS INSUFFICIENT ROOM TO HOLD SHORT BTWN RWYS 5L AND 5R WITHOUT A RWY INCURSION. THIS PROC IS CLEARLY DEFINED IN LCL PROCS. THE CTLR SHOULD HAVE EXERCISED POSITIVE CTL AND WITHHELD EITHER THE COMMUTER DEP CLRNC AND ALLOWED ACFT 1 TO CROSS THE RWY OR WITHHELD THE LNDG CLRNC FOR THE RWY 5L ARR.
