IFR MO21 issued descent to 6000 ft. Pilot read back 3000 ft and start down. Controller issue 6000 ft again when MO21 is leaving 5700 ft but does not give MO21 time to acknowledge. Low altitude alert at 4700 ft. MO21 told to climb immediately to 6000 ft and he does, saying he was assigned 3000 ft.
