Narrative:

The new baseball stadium opening in phoenix poses a visual problem when on approach to runway 8L at night. When retractable dome is retracted and field illumination lights are on, they glare into your field of view since stadium is just left (north) of runway 8L's extended centerline. There are no electronic navaids available on approach and only a VASI on left side of runway. If vectored to a left base, glare totally obliterates VASI rather than distracts. Someone didn't consider this when approving stadium design. ILS on runway 8L would help. Callback conversation with reporter revealed the following information: reporter states he has not been into phx for some time and this is new to him. He does not know how long the stadium has been there. There is an ILS on runway 8R but no electronic aids on runway 8L. The stadium is located on an extended centerline west of runway 8L about 3-4 mi and slightly north, possibly 1 mi. Reporter does not know why they were assigned runway 8L instead of runway 8R which would have eliminated the problem.
