Narrative:

Approach control cleared us to cross 'bonna' intersection at 4000 ft. 'Bonna' is the initial approach fix for ILS runway 30R at minneapolis-st paul international airport. After crossing 'bonna' we intercepted the GS and began our descent. After starting down, ATC advised us that RVR for runway 30R was 3500 ft. Published minimums for ILS runway 30R are 4000 ft, but because we had started 'down' from IAF crossing altitude, I believe we were legal to continue the approach and did so. I asked other crew members if they agreed that we were legal to continue (when ATC informed us of the 3500 ft RVR) and all agreed that we were.

PUBLISHED MINIMUMS FOR ILS RWY 30R ARE 4000 FT, BUT BECAUSE WE HAD STARTED 'DOWN' FROM IAF XING ALT, I BELIEVE WE WERE LEGAL TO CONTINUE THE APCH AND DID SO. I ASKED OTHER CREW MEMBERS IF THEY AGREED THAT WE WERE LEGAL TO CONTINUE (WHEN ATC INFORMED US OF THE 3500 FT RVR) AND ALL AGREED THAT WE WERE.
