Narrative:

I was working local arrival runway 22L. The controller to my right was working local departure runway 22R and runway 31L. I had 3 arrs holding to cross runway 22R. The local controller gave me approval to cross all the aircraft. After a few moments he asked if I was all clear. I scanned and called clear. He scanned as well. He cleared a heavy jet for takeoff runway 22R. He then noticed an aircraft that appeared to be crossing at one intersection. He questioned me and instructed the departure to cancel takeoff clearance. At first, I didn't realize who it was, then I did. The aircraft by now was across and on ground frequency. The heavy jet exited the runway and taxied back for departure. The captain questioned what happened and the local controller said a miscom. No further conversation or phone calls. Items: better awareness on my part that all aircraft are clear of the active runway. I'm not completely sure the commuter crossed at the instructed intersection which is why I might not have noticed it not clear. I also believe that the commuter had their taxi lights off until they were coming across the runway.

Title: RPTED LOSS OF SEPARATION BTWN AN ACR WDB ON RWY 22R TKOF ROLL AND A COMMUTER ACFT XING THE SAME RWY.

Narrative: I WAS WORKING LCL ARR RWY 22L. THE CTLR TO MY R WAS WORKING LCL DEP RWY 22R AND RWY 31L. I HAD 3 ARRS HOLDING TO CROSS RWY 22R. THE LCL CTLR GAVE ME APPROVAL TO CROSS ALL THE ACFT. AFTER A FEW MOMENTS HE ASKED IF I WAS ALL CLR. I SCANNED AND CALLED CLR. HE SCANNED AS WELL. HE CLRED A HVY JET FOR TKOF RWY 22R. HE THEN NOTICED AN ACFT THAT APPEARED TO BE XING AT ONE INTXN. HE QUESTIONED ME AND INSTRUCTED THE DEP TO CANCEL TKOF CLRNC. AT FIRST, I DIDN'T REALIZE WHO IT WAS, THEN I DID. THE ACFT BY NOW WAS ACROSS AND ON GND FREQ. THE HVY JET EXITED THE RWY AND TAXIED BACK FOR DEP. THE CAPT QUESTIONED WHAT HAPPENED AND THE LCL CTLR SAID A MISCOM. NO FURTHER CONVERSATION OR PHONE CALLS. ITEMS: BETTER AWARENESS ON MY PART THAT ALL ACFT ARE CLR OF THE ACTIVE RWY. I'M NOT COMPLETELY SURE THE COMMUTER CROSSED AT THE INSTRUCTED INTXN WHICH IS WHY I MIGHT NOT HAVE NOTICED IT NOT CLR. I ALSO BELIEVE THAT THE COMMUTER HAD THEIR TAXI LIGHTS OFF UNTIL THEY WERE COMING ACROSS THE RWY.
