Narrative:

ILS runway 28 at syr. Braking action good. Normal touchdown at 1000-1200 ft, braking action good or better. Came to complete stop on runway centerline about 1/2 way down runway. Exited to right at walking speed (less than 5 KTS). During turn, nosewheel steering became ineffective on ice and snow on taxiway. Brakes were applied and right engine shut down, but nosewheel left taxiway on left side and went about 3-6 ft into snow. Aircraft towed back to gate. No damage noted.
