Narrative:

New approach lights have been installed on runway 14 at stp. There was a problem with the system so it was never turned on. The problem is the lights are on poles in the runway and leading up to it and there are no obstruction lights on any of them. There are also 2 new buildings for a proposed ILS. There are no obstruction lights on these either. I and other controllers have seen aircraft come very close to hitting these structures. The metropolitan airports commission and my manager at the FAA tower have been advised of this situation. Neither has taken any corrective steps. Callback conversation with reporter revealed the following information: reporter was advised by facility manager that since the obstructions are below the 3 degree approach path of the PAPI system, the obstruction lights are not needed.

Narrative: NEW APCH LIGHTS HAVE BEEN INSTALLED ON RWY 14 AT STP. THERE WAS A PROB WITH THE SYS SO IT WAS NEVER TURNED ON. THE PROB IS THE LIGHTS ARE ON POLES IN THE RWY AND LEADING UP TO IT AND THERE ARE NO OBSTRUCTION LIGHTS ON ANY OF THEM. THERE ARE ALSO 2 NEW BUILDINGS FOR A PROPOSED ILS. THERE ARE NO OBSTRUCTION LIGHTS ON THESE EITHER. I AND OTHER CTLRS HAVE SEEN ACFT COME VERY CLOSE TO HITTING THESE STRUCTURES. THE METROPOLITAN ARPTS COMMISSION AND MY MGR AT THE FAA TWR HAVE BEEN ADVISED OF THIS SIT. NEITHER HAS TAKEN ANY CORRECTIVE STEPS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS ADVISED BY FACILITY MGR THAT SINCE THE OBSTRUCTIONS ARE BELOW THE 3 DEG APCH PATH OF THE PAPI SYS, THE OBSTRUCTION LIGHTS ARE NOT NEEDED.
