Narrative:

Inbound to hvq on J6, controller asked if we were tracking J6, we said yes, but the needle was fluctuating both sides of the center. He said fly 250 degree heading direct hvq. No other problems noted. I feel that the northeast ctrs should realize the poor quality of the navaids in the northeast part of the country. I don't feel the center had a big problem with it. I have just heard them ask other aircraft on many occasions the same thing. I guess there is no fix for these navaids, or is there.
