Narrative:

Vectored by chicago approach control to gyy ILS runway 30. Given final heading 270 degrees to intercept gyy ILS approach course maintain 2400 ft and cleared for ILS approach, then told to maintain 2400 ft until crossing gy OM and cleared for approach. ILS, GS crossing altitude is 1941 ft. Procedure turn altitude is 2400 ft, then 2000 ft inbound till GS intercept. Tried to clarify with approach control, but told again to cross gy OM at 2400 ft cleared for ILS, call gary tower on 125.6. We told gyy tower our situation and he told us king air before us had the same problem and couldn't get down on the approach and missed. I elected to follow the approach procedure, maintaining 2400 ft until localizer intercept and GS intercept and followed ILS inbound, crossing gy NDB (OM) at 1941 ft MSL as published. Controller instructions not consistent with procedure.
