Location: 40 mi from direct bambe. Cleared FL410 to FL240. Descent began, throttles back to idle. Right engine quit at FL395, possible rollback. Continued descent and cleared to 15000 ft. At FL220 did relight procedure and got a successful relight. All parameters and functions normal through approach and landing. Notified dispatch in air after relight. Did not declare an emergency because of relight event.
