Narrative:

Upon landing in yul attempted to contact tower when clear of the runway. Realized at that point that we failed to contact the tower for landing. Contacted ground control for clearance to the gate. Factors involved: operations at foreign airport, ATC procedures which differ from the united states. Approach control never gave us a frequency change from approach to tower. Other factors: WX at minimums with icing conditions and preparing for a landing on a contaminated runway.

Title: MDT ACFT LANDED WITHOUT CLRNC. WX WAS AT MINIMUMS AND CLUTTERED RWY WHICH CONTRIBUTED TO NOT RECEIVING CLRNC.

Narrative: UPON LNDG IN YUL ATTEMPTED TO CONTACT TWR WHEN CLR OF THE RWY. REALIZED AT THAT POINT THAT WE FAILED TO CONTACT THE TWR FOR LNDG. CONTACTED GND CTL FOR CLRNC TO THE GATE. FACTORS INVOLVED: OPS AT FOREIGN ARPT, ATC PROCS WHICH DIFFER FROM THE UNITED STATES. APCH CTL NEVER GAVE US A FREQ CHANGE FROM APCH TO TWR. OTHER FACTORS: WX AT MINIMUMS WITH ICING CONDITIONS AND PREPARING FOR A LNDG ON A CONTAMINATED RWY.
